– means fewer than 20 approvals that quarter, so HDB publishes no median. HDB publishes no Executive median for Queenstown in this period (fewer than 20 approvals, or marked not available), and the 1-room median is marked not available. Medians are of rents declared in applications to rent out a flat, rounded to $10.

These figures are computed from HDB's rental approvals, not HDB's published statistics: rents are what flat owners declared when HDB approved the letting, unverified by HDB and indicative only. The 12-month columns pool the 12 months to each month and are the steadier figure.

What these figures cover
Two HDB series sit on this page. The quarterly medians are by flat type, and HDB publishes no all-flat-types figure in that table. The monthly and 12-month figures come from the individual approvals and cover all flat types. A median describes the mix of flats let in that period; it is not a valuation or a rent assessment for any one flat. HDB's file has no 2019 Q4 figures.
